The empire soon banned the use of military grade weapons such as starfighters for private (read pirate) fleets, but Incom/Supro used a loophole in the decree, that still allowed planetary governments to have planetary fighters.

While the Z-90 was a fully functional atmospheric fighter, it took only a few minor modifications to create a powerful escort fighter able to travel through space. While it was not capable of handling a useful hyperdrive, newer models where equipped with modes of interstellar travel, although they were hardly used for more than system patrol duties.
